National Law Drug Enforcement Agency, NDLEA headquartered in Ikoyi, Lagos was established with Degree No. 4 of 1989, now an Act of Parliament CAP No. 30 laws of the Federal Republic of Nigeria 2004. NDLEA is a national paramilitary security agency with the mandate of fighting Drug related crimes in Nigeria. The Agency pitches the net of its operation at Airports, Seaports and land border crossings.

NDLEA’S main focus is eradication of the production and use of Cannabis by destroying plantings, arresting dealers and apprehending users. The agency’s focus is also targeted at other hard drugs and narcotics dealers, drug Barons and Smugglers. According to NDLEA’s vision statement on its website, it aims at cutting the supply of illicit drugs, reducing the demand for illicit drugs and other substances of abuse, training and recovering of ill-gotten wealth from drug related proceeds and contributing to the creation and maintenance of an amiable image for the nation.

To meet the listed items in its vision statement, NDLEA in its mission statement vows to deploy all resources within its disposal (human and material) for the total eradication of illicit trafficking in narcotic drugs and psychotropic substances, suppression in demand for illicit drugs and other substances of abuse and others contained in the vision statement.

Career Overview at NDLEA

Career or administrative structure at NDLEA is divided into 7 Directorates according to the agency’s website (ndlea.gov.ng) namely: Directorates of Asset and Financial Investigation which is the central administrative and finance office of the agency and incorporates other departments such as Budget and Planning, Personnel, Welfare, Transport, Central stores, Clinic. Other Directorates of the NDLEA include the Directorate Public Prosecution and Legal Services and Directorate of Drug Demand Reduction, Directorate of Technical Services, Directorate of Operation and General Investigation and Directorate of Training Services.

The National Drug Law Enforcement Agency is further divided into formations of States/special Commands across the 36 states of the federation including FCT Abuja. The special Directorates are Abuja Liason, Apapa Port, Regional Academy, Jos, Tincan Port, Joint Taskforce, Ikoyi, Special Assistant, Head Internal Affairs, Head Intelligence/Data Centre, COORD NDCMP COORD CMU/Forensic etc.

NDLEA also performs the following functions: drug information, Drug Law, Drug Facts, Formations and Drug Policy Information. The agency also perform Visa clearance roles.  NDLEA is headed by a chairman who is a federal political appointee and currently Muhammad Abdullah.

NDLEA Ranks

Ranks at NDLEA is a little bit complex to decipher given the fact that the ranking is still under creation with new ones coming up in recent promotions. The ranking is grouped under Narcotic Officers who are equivalent to commissioned Officers in other national security outfits and Narcotic Agents who are equivalent to non-commissioned Officers. That notwithstanding, below are the order of ranking in NDLEA that I have painstakingly researched to compile from established media sources such as dailypost.ng and premiumtimesng.com who reported the 2019 promotion exercise of the agency.

  2. Commander General of Narcotics (CGN)
  3. Deputy Commander General of Narcotics (DCGN)
  4. Assistant Commander General of Narcotics (ACGN)
  5. Chief Superintendent of Narcotics Cadre (CSN)
  6. Superintendent of Narcotics Cadre (SNC)
  7. Deputy Superintendent of Narcotics Cadre (DSNC)
  8. Assistant Superintendent of Narcotics Cadre I (ASNC I)
  9. Assistant Superintendent of Narcotics II (ASNC II)
  10. Narcotic Assistant Cadre (NAC)
  11. Narcotic Agent Cadre (NAC)

NDLEA Salary Structure

The salary structure for NDLEA staff is based on what is known in military parlance as CONPASS i.e. Consolidated Paramilitary Salary Structure. This implies that the salary earned by officers at NDLEA is within the range of what their counterparts in other paramilitary organisations earn. In this case I will use the Civil Defence Corps to compute my analysis. Although salary earning at NDLEA is subject to the above analysis, it is strictly based on the staff Grade Level, rank, step and qualification. Thus, what a B.Sc. holder at NDLEA earns is different from what an HND holder earns, even though both are graduates of tertiary institutions in Nigeria.

Therefore, suggestive salary of a B.Sc. holder at (GL 08) in NDLEA is N888, 956 – N115, 849 per annum which is about N74, 000 per month. Similarly, (GL 08) step II N900, 071 per annum which is N75, 005 per month.. For (GL 08) under which HND holder fall earn N483, 014 – N573, 287 per annum which is N40,251 = N47,773 per month . NDLEA Recruitment Requirements

Below are the requirements for recruitment into NDLEA:

Applicants interested in applying for NDLEA jobs must:

  1. Be Nigerian by birth
  2. Have means of identification such as National Identification Number, NIN, Voter’s Card, International Passport, or Driver’s License
  3. Have a detailed curriculum Vitae (CV) as personal information will be required
  4. Have at least five (5) credits in WASSE/NECO/GCE or NABTEB including English and Mathematics in not more than 2 sittings
  5. Prove of mental and physical fitness by a doctor from a recognized government hospital
  6. Be of good character
  7. Be free of financial embarrassment
  8. Download and complete 2 Reference Forms
