According to naijatechnews team, I received an email from Google Play early this morning. From November 2, 2020, the Google Play Store will block the submission of new targetSdkVersion levels below 29 (Android 10) App bundle and APK, which means that newly submitted or updated applications and games must be compatible with Android 10 or higher before they can be released on the Google Play store.

Dear Google Play developer:
Hello! I would like to remind you that starting from November 2, 2020, updates to apps and games on Google Play must target Android 10 (API level 29) or higher . After this date, the Play Management Center will prevent you from submitting new app bundles and APKs with a targetSdkVersion lower than 29. Please note that Wear OS applications are not subject to the requirements of API level 29. This requirement will not affect your existing products in the Play Store.
Configuring your application to the latest API level allows users to enjoy significantly improved security and performance, while your application can still run on lower versions of Android (as low as minSdkVersion).
Please take action
Please be sure to configure your application with Android 10 (API level 29) as the minimum target operating environment before November 2, 2020. For technical advice on how to change the target API level of your app to meet the above requirements, please refer to the migration guide.
Affected apps
The apps listed below all contain one or more app bundles or APKs (in the official version or in the test track) and currently do not target API level 29 or higher. The highest version number of the affected application and its corresponding targetSdkVersion are listed here. If you have more than 20 apps in your account that may be affected, please check the full list in the Play Console.
