According to windowslatest reports, Windows 10 currently comes with a built-in video recording tool, which is part of the Xbox application. However, Microsoft is developing a new lightweight video GIF recording tool for Windows 10.
It is expected that Microsoft will add a lightweight video and GIF recording tool in the future PowerToys update, with fast setting switching and a familiar user interface . This new tool allows users to record desktop and application videos/GIFs, but temporarily cannot convert videos to GIFs.
